SLC IT Work Plan –Review status & updates
1. Develop Strategic Plan for Universal Broadband Coverage
2. Develop Plan for awarding $200k Broadband Grant
3. Create Broadband Access Map to Establish Baseline & Target Areas
Report on status of garnering info from random addresses
Report on Survey of SLC Residents for availability of telecom services (Laura)
4. Explore other Grant Funding for Broadband Initiatives (RD Grant)
5. Assist County Website Committee with Re-Design
6. Assist County Telephone System Committee
7. Evaluate Webcasting for County Meetings

New Business:
Connie Ellen, Town of Dekalb, re: Issues related to wireless carriers wanting access to municipal facilities in SLC

Meeting Minutes
August 23, 2007 (Thursday) 2:00 PM

Present: Sign in sheet handed out. (Laura Perry has)

Review/Accept Minutes from 8/2/07 Meeting: Yes.

New Business:
Discussion and preview of Blog – SLC IT Work Plan.
Have IT Committee members sign-up for goals.
Talk of Goal #1 – Stretegic Plan for Universal Broadband Coverage – this is the main goal of the Committee with other goals under this one….
Discussion that the map is most important.
Decide where you want to put your efforts & sign up for committees.

Old Business:
SLC Service Map:
Jon Montan received information from DANC. Made map.
Shows “POPS” for DANC.
Shows all residential coded properties.
Shows population distribution.
Other layers could be added (Verizon, wireless, etc).
Picked 450 random residences of property owners.
Go to peoplefinder.com to get phone #. Type in Verizon to see if they have DSL, etc… Jon will produce a map from this information.
Phil Deleel says we can add wireless access, Time Warner access.
Map can be made to GIS format for electronic format.
Question why we couldn’t get phone #s for 450 residences – Jon Montan has.
Peoplefinder.com will give you phone # and phone service provider.
If you want to assist in this – give name to Laura and Jon will get names to you to do.
Superpgges is another website.
Time Warner is willing to give map (Phil Deleel checking on).
Premier has map, Ridgeview not sure….. Castle?.....

Report on Survey of SLC Residents for availability of telecom services (Laura Perry):
Talked with County Treasurer who talked with Allen Tunnel Company.
Laura set up survey questions, discussion on what to ask.
Discussion on survey questions and what we are looking for.
Market this to the “last mile” residences.
Talk of sending surveys to kids…. Through schools….
Laura will work on suvey.
Should continue with Time Warner map, on-line survey and 450 names from Planning Department.
Survey monkey is an on-line service, at North Country Now (Survey gizmo is another one).
Send surveys through towns, through larger company (paychecks).
Send not to have people look at particular link….
Make surveys available online and on paper.
See if we can review survey on BLOG.
Laura would like a test period…. Utilize subset of County employees.
Jon Montan to get map to everyone….suggest adding border POPs.

Update on Telephone System:
Mike Cunningham says this is moving quickly – may go to Board soon.

Update on County Website:
Surveys are out…
Laura Perry would like input from end users.
Was it for other County residences – don’t think so.

News from the Chair:
ESD Report: Report exists.
Laura Perry will put on website.
Carrie doesn’t think a lot of info for “North Country”.
Russ Finley/Ridgeview Tel – He is a local agent.
Believe they are selling franchise?
They were going to various towns – they would like to come to us and meet.
They have service in Ogdensburg Hospital (Phil Deleel to contact and have come in to meet).
