Newton Falls Grant Update—Laura updated the committee on the status of the Newton Falls Grant indicating that the RFP went through with revisions. The grant will need to be finalized by the appropriate groups.

Mapping Update—Laura reviewed the progress of the mapping project. Laura indicated that there will need to be discussion on the set up structure of mapping project. Laura scheduled and provided a set up meeting with the School Superintendent with discussion on how they can help committee with the best means for collection of data for broadband coverage.

Letter to local officials—Laura indicated that a letter did go out to the local officials and the committee is getting positive feedback from the officials. The committee had discussion on what the local officials would have to offer and on how to get the broadband information and processing out to the community.

SLC IT Blog—Laura informed the committee that people are making non receptive posts to the website and is removing everybody besides herself as an author. If anyone has a desire to post any information, please contact Laura.

BTOP/BIP Stimulus Update---
BTOP—Kevin Lynch updated the committee on the BTOP stimulus. Kevin indicated that they were supposed to make the announcement on Nov 7th but was moved to mid-December. BTOP proposals were to be submitted to the NCIA. The NCIA was believed to do the screening but went to the State for scoring. NYS have six scoring principals which is dissimilar than the NCIA. NYS already reviewed and ranked the proposals. It is now back to NCIA who will then announce the ranking in mid-December.

BIP—They have made the second round. One of 18 national that made the second round.

IT Symposium—Laura briefly reviewed the handout for the symposium. It was discussed to put down on paper of time what, where, when, and who of the symposium. There is concern is at this point that it increases the scale to get everybody on board. Wondering how we should proceed at this point if no funds are available. What the committee could set up if funding is not going to be available. Committee discussed in detail the how to obtain the interest and financial backing from businesses and have vendors pay a reasonable registration fee.

If committee members know if anybody interested please contact Laura. Committee gave suggestions and concerns of input for the symposium.

The committee further discussed the Innovative Technology Award to include setting up a criterion for submission of the applicant. May – June a tentative date.

2009 Year in Review for SLC IT Committee-- Laura wanted to discuss committee membership. Laura would like the committee to look at suggestions for layout plan for 2010 and formalize structure of the committee. Part of the plan for 2010 is to be formally appointed by the chair of the board so the committee will be able to move on indefinitely. If anybody is interested fill out bio-data sheet.

Blog Modifications

There has been some bizarre activity on this blog. Spammers have been able to post unwanted messages to the blog. I have repeatedly removed unwanted messages, only to find new ones there the next time I log on.

To combat this, I have attempted to put some controls in place. I have removed all other authors from the blog, and I am now the sole author. Anybody on the IT committee interested in posting to the blog, please contact me and I will add you as an author. Your patience while we work through this is much appreciated.

Laura Perry called the meeting to order at 3 p.m.

Minutes were approved for September 24, 2009 meeting.

Newton Falls Grant Update---

Request for Proposal is in the draft form at this time. Committee has input for changes for RFP. The committee would like to maximize the opportunity to include the mill and entire Newton Falls community.

IT Symposium—Laura indicated that they needed to work and have discussion on the symposium. The committee had discussion in regards to the incentive for the symposium. The symposium is to provide information to set up technology for the businesses in the community.

The committee also discussed the various components for the set up of the symposium to include a one-day conference, proposing a North Country Technology innovative award for various businesses, and having keynote speakers.

There was discussion on different presentations depending on the business such as agriculture, hospitality, tourism, local gov’t, retail, and non-profit to follow the strategic plan.

Laura will check with Si-Tech and Chamber to see if they would be interested in donating some time to assist with the preparation.

Tentatively looking at the middle of March to hold the symposium.

Laura Perry called the meeting to order at 2:03 p.m.

Minutes were approved for July 30, 2009 meeting.

Presentation/Discussion: Jim Wright and Tom Sauter from DANC made a presentation to the committee and discussion regarding OATN rates, structure, and economic development pricing for hard to serve communities. Mr. Wright handed out and briefly reviewed the history and presented the perspective of DANC. Mr. Wright indicated that one of the goals is to create an environment for customers to have choices. A potential solution that DANC considered was to have an individual case billing where you can take a unique service linking various sites.
They are looking into economic development funding.

The IT Committee further discussed various potential solutions for broadband services to hard to serve communities to include the need to be able to divide the service so that it can be fair depending on the usage of the service.

Stimulus Project Status:

a. Clarkson/Adirondack Wired Initiative—
Kevin updated the committee indicating that they submitted two applications
1-Public access computing center located in ten different areas in the Adirondack Park area.—Blue Mountain Lake is up and running.
2-Broadband adoption-DANC, COUNTY, STATE, and Clarkson all came up with matches for this program.

Whether funded or not they will be moving this program forward. Goal is to create 2018 jobs by 2018. November 7th is the announcement date.

b. NYS-Rob Hack indicated no update with the state

e. SLC Chamber--Customers by Nov 1 according to the contract-turn the first fiber on Monday. Potential customers are very excited.

Waddington – Norfolk—scheduled for Nov 13
Morristown-still negotiated for attachment—referred to Verizon.

Newton Falls Grant—Tom Sauter mentioned that after a long delay SLC has executed a contract with NYS putting $60 k into this project.. Base infrastructure is already there. Contract allows county to submit on a quarterly basis to receive reimbursement.

1.         Review/Accept minutes from 06/25/09 meeting-
The committee made no changes to the 6/25/09 minutes


2.         Encourage DANC to create new (lower) rate structure for hard to serve communities (Discussion)—Laura gave the background of the DANC configuration and indicated that Bill suggested at the last time they met the idea of encouraging DANC to take look at rates charges for the network service.  Laura made the committee aware that DANC did take a look equally for the whole county.  Bill mentioned that where he was coming from ex. Clifton-Fine; they don’t have enough customer base and it’s not a paying proposition.  The committee further discussed the fees of the broadband providers and being able to afford the fees with the population density in St. Lawrence County.  Ontario County has does have adjustable fees for the networks.  Laura received an email from Tom; he would be willing to talk about this.  Pat indicated that this is a priority for us and to see if they are willing to come in and discuss aggregation points and variable rates—under public disclosure law.  Laura will contact Tom to see when he can come in and talk to the whole group and to see how they can make it work. 


3.                  Stimulus Opps
a.                   Stimulus Funding/RFP Status
            BTOP—Kevin Lynch reviewed to the committee that last Friday he attended a conference in LA put on by USDA.  They are looking at broadband infrastructure program; requirements for underserved areas. 


            There are two grants for Broadband technology computer program one directed to public computing center to serve broadband to elderly and veteran—Clarkson launched for program


            Also they are applying for another grant to sustain Broadband adoption and education awareness of broadband.  Would like to seek funding to create awareness and educate on broadband—trying to generate the demand of broadband for business and the home.  Clarkson is looking for 20% of matching funds to receive 80% of funding.  The commitment is that you have to be fully funded.
            Due August 14.  November 7th is the award date. 








b.                  Project Status


            Regional—Pat indicated that his understanding over in Plattsburg they run down the other side of the state.  Ask Howard if he interested funning fiber northeast across to Malone and be able to connect with CBN.  Another group engaged is Akwesasne.  Pat plans on setting up a meeting with Howard and DANC.
SLC—


Individual Providers—
Ridgeview Tel sent letter and chair signed it.  Cranberry Lake is not in the plan.   Dan indicated that they are looking to take over the Premier Wireless customers.  They will be able to manage the customers and they do have techs in the area.  Although, DANC will not be able to save all the customers if the area has limited customers. 


WavHost—Laura received plans on proposal for second round from Joe McCoy—they are asking for help from committee to orchestrate discussion with the local community.  They need to understand in the application which census blocks are unserved and underserved.  Could committee help with discussion with the community?  One of the key parts of the story is much of the funding has been generated locally.  Joe wanted to know if there was opportunity there.  Laura inquired to Joe what communities you are looking to target.  McCoy did send requirements of the program—underserved had to have 90% or more and unserved has 50% with no high speed access.  The percentage needs to be proven.

8/27 meet CANCELLED

IT Committee members & affected parties:

The regular monthly meeting of the SLC IT Committee previously scheduled for 8/27/09 has been cancelled due to summer vacations and such.  I will submit a written report containing last meeting’s minutes, updates & other items of importance to the committee via email in the next few days. 

 

We will resume on Thurs., September 24th at 2pm in the 2md Fl Conf Room, Human Services Bldg, Canton.  I will send a reminder and agenda prior to that date.  Thank you for your patience.  –Laura

request for support

Clarkson University is requesting St. Lawrence County support their proposal to the Broadband Technology Opportunity Program (BTOP) to create business computing centers and other broadband adoption programs/services for businesses and residents in the Adirondack Park.  One of the computing centers is slated to be located in Star Lake. 

 

The IT Committee discussed this project when we met on 7/30/09, and felt it supports SLC’s IT Strategic Plan and is precisely the type of project that should be supported and encouraged.

 

CU asks we sign the attached letter of support to be included in their application.  They are also seeking financial support to meet the program’s matching requirements.  Application deadline 8/14/09.  I ask legislators to consider the attached letter for signing by the Chair and Adirondack Legislators.  I will bring this up under New Business when we meet Monday night and plan to share additional information at that time.

2.         Stimulus—


A.  Funding/RFP Status
Reviewed website in regards to the terms where they are at with the State, Federal and Individual levels for the stimulus funding.  Any possible funding for the IT office would be at the state level.  The State big emphasis is public safety matter.  Looking to local communities to get in on the project to include counties.  Rob is waiting for direction from the state.


      B. Project Status
Updated links on the State releasing a plan for broadband access for affordable universal broadband access.  SLC & SLC chamber received letters from the state office indicating that our original submission to include 48 communities.  Chamber had submitted and received preliminary okay.


Dan from RidgeviewTel updated the committee on the Broadband Service Grant application for the American Recovery and Reinvestment Act of 2009.  Dan handed out a four page summary of the proposal with limited changes.  There is general support from the committee to expand access to affordable broadband access.  IT Committee to produce a letter that states more general on our policy.  To post on the website for other providers to access.

Kevin reviewed the event at Clarkson—outreach effort from committee to put together a conference similar to the Technical Symposium.  A possible local technology conference for businesses.  To show awareness of support of technology in the North Country.  Clarkson is holding a separate conference in September.  The committee discussed the possibility of holding a conference after the local government conference held at SUNY Postdam to include local county participants.  Possible partner event—check with Jason Pfotenhauer how to set it up.  One scenario suggested is the conference ends at 3:30 and the facility is available after that time—look to try to capture some of the folks to stay for an evening session.  The conference is scheduled for Tuesday, October 13, 2009.

Updates on 2009 Work Plan Items
The committee further discussed the 10 minute presentation to include setting up a sub committee to work on presentation to flush out any issues.  Also, discussion in regards to the Tech Provider Directory List to have some process in place to keep the information up-to-date. 


Casino Compact Funding—committee is designated $10,000 for 2009 spending plan---put under title of strategic planning—projects focus on Economic Development which is mandated.  Empire state development still has funding and needs to come up with a plan—
could utilize monies for events such as symposium.  With the stimulus coming out and county having more money the committee will need to reprogram some of the monies.

I recommend that SLC submit a letter of support for Ridgeview Tel's application.  
 
For the SLC IT Committee's information, Ridgeview Tel recently provided the technical information required for a grant application being prepared by the Town of Fine to provide broadband internet service to the hamlet of Wanakena.  Preparation time for the grant application was critical.  Three ISPs were contacted for information.  Only Ridgeview Tel could respond in time.  Ridgeview Tel provided all of the required information within several days to meet the deadline.
