Meeting Minutes

Minutes from 10/23/07 meeting were accepted.
Project Reports:
Strategic Plan for Universal Broadband Coverage:
Reviewed survey that Jenna Stone formatted based on our previous discussions. It was discussed who would pay for postage. Pat Turbett asked for a cost so a decision could be made how it would be paid for. Several additional changes were made to the survey.
Jon Montan reviewed the updated access map. The initial data was limited, and will be augmented by the overlay of wireless coverage and from the mail surveys.
County Website:
A request for proposals for the website development services is being developed by the County, but has not been issued.
Webcasting:
Mike Cunningham, Francine Perretta, and Kevin Lynch will gather information for the entire committee over the next several months.
Phone System:
The Board of Legislators will be reviewing the bids at the November, 2007 Finance Committee for approval at the December, 2007 Board Meeting.
Old Business:
1. The DANC / SLIC presentations from last months meeting were discussed. It was decided that the committee should develop a list of priority items that we feel DANC should concentrate their efforts on.
New Business:
1. Verizon issues in Newton Falls (in particular in regards to the paper mill) were discussed. Laura Perry reviewed an email from Joseph Demart, Newton Falls Fine Paper Company to Verizon with the group. The email outlines how the outdated telephone infrastructure in the area is affecting the ability of the mill to conduct business because of outages and other issues. After discussion, Pat Turbett suggested that the IDA be engaged to help with the issue.
Next Meeting:
1. The next meeting will be held on December 20, 2007. Because of the Verizon issues in Newton Falls the meeting may be held at Newton Falls Fine Paper Company.

A. Andy McAdoo, Nicholville Telephone Company.
- Brought different maps showing Time Warner, Danc, Verizon, etc.
- Current approach to public investment is not based on research or data.
The goal – build a financially viable fibre optic network.
The plan – reduce cost of transport to major POPs in Syracuse.
encourage fibre connection to large customers

The result – very little has been changed.
- How could anyone be apposed to investing $2M to serve industrial parks in SLC?
No research
Overbuilding existing infrastructure.
Cream-skimming is inherently anti-competitive.
Leakage of service revenue out of County (ref. Danc)

How much is Danc project costing SCL & taxpayers?
Is service revenue earned in SLC being re-invested in SLC?

B. DANC:
Key thing to remember “open access”.
End user creates economic development.
Tom Sauter:
- The Danc Network supports carriers: Nicholville Tele Co., TDS, Premier Wireless, Westelcom, etc.
- Proposal Danc has put forward to Economic Development.
Proposing to build fibre off their backbone to extend footprint closer to end customers (Industrial Park).
- Not in all cases in a single provider able to do connection to industrial parks or commercial…
Questions as asked:
Yes – conversations with former County Administrator.
As need arose – they would extend into those parks.
No – they haven’t been made aware of them (IT Committee should’ve been made aware).
Public investments will pre-emt private investments.
You have to serve industrial parks and commercial as that is where the jobs are… and economic development. Think of this as creating job opportunities.. for the end user to decide what to use.
Corporation Centers. This is infrastructure.
This has to be a team effort. Committeed to working with County, IDA, Towns, etc. Mutual commitment of services.

Discussion on revenue coming to Danc directly from schools.
Dark fibre was a concept of Danc and it went away because of discussions – do lit circuitry because of that.
Question on what is a service provider – BOCES? Yes. Hospitals & County??
Danc has $2M to invest in industrial park – have no info on what those industrial parks have for service.
Does Danc provide service to end providers? No (Danc). What does Danc offer to hospitals? Nothing (commented).
Discussion on broadband to all citizens…
Andy discussed how our Economic Development monies are being spent. Phil (hospital) ask why Time Warner and Verizon aren’t here.
Study underway by Danc: Part of an ongoing network plan process – consultant to review layout of network and to look at options to serve communities. Industrial consultant….to start. Loot at mini POPs.
“This needs to be a partnership” (Danc)
Laura – areas without service need to be served….
Turbett – See big economic development is in small businesses… would like to see 100’s of jobs created. Need to get broadband to
outlaying areas…. Don’t move service to areas that already has it…. Serving the population and people.

Don’t forget to sign up for different projects.
Map: Jon Montan has generated 850 tax parcels on map (chose parcels close to roads)
“Look up system” has a lot to be desired.
Verizon web may be more accurate than AT & T.
Laura Perry tried just street or road name without house #.
Need to try putting Verizon COs on map – they go a distance of 18,000 feet.
Jon Montan suggested to keep looking up addresses.
Jon Montan will link maps to blog for others to view.
Did introductions as new people have arrived.
Presentation:
Vince Jordan, Ridgeview/Tel.
Started in 2004 as technology company.
Able to login and increase or decrease band width as you need it – day to day.
Showed us on-line setup of new broadband account.Laura asked about SLC availability by Franchise deployment.
Started in Colorado. Their employee talked about our area and mentioned Danc Network.
“This is the model for solving broadband services for America.”
They worked with ConnectSI – Southern Illinois.
Laura Perry asked if continued development in SLC depend on franchise? Vince Jordan replied not necessarily.
They do have live access in SLC and are working with various towns and villages.
Laura Perry asked what can we do to help with customer service representatives here in SLC?
They are utilizing One Stop Career Center.
Surveys:
Discussion of survey by Laura Perry.
Use this as a broader key to get information on further technologies.
Use to see how people and businesses are using internet.
Discussion of Jefferson County Survey.
Is wages and age something to be on survey? This was discussed.
Somehow get their attention to do survey.. reminder to find out who doesn’t have internet services.
Superintendent of Schools may assist in passing information on surveys out.
Suggested to strike question #2 on Survey or put it at end.
Continue to work on survey.. Use 911 address.
New Business:
Connie Ellen, Town of DeKalb was here to discuss wireless providers.
There was suggestion that this was not an IT issue.
Also discussion that this is good for municipalities as need is for municipality to utilize.
Regarding benefits they don’t realize how they can help their municipality.
Town Board totally clueless with wireless system.
Connie has questions for boards to ask providers.
Suggest letting towns and villages know what their options are – ahead of time.
Talk with Town Supervisors – meet at Supervisor’s meetings.
Connie wants someone to tell towns/villages/city options they have.
We’ve identified a need – not sure how we should do it…
Planning department have ordinances? Would’ve been good to talk to at Local Government Conference.
Next meeting Format:
October 23rd (Tuesday, 2 pm) location to be determined.
Tom agreed to talk to us about Department of Commerce proposal.
Committee may want to submit questions.
Offer 2 gentlemen (Tom & Andy?) to present them or have questions prior.

Have IT Committee members sign-up for goals.
Talk of Goal #1 – Stretegic Plan for Universal Broadband Coverage – this is the main goal of the Committee with other goals under this one….
Discussion that the map is most important.
Decide where you want to put your efforts & sign up for committees.

Shows “POPS” for DANC.
Shows all residential coded properties.
Shows population distribution.
Other layers could be added (Verizon, wireless, etc).
Picked 450 random residences of property owners.
Go to peoplefinder.com to get phone #. Type in Verizon to see if they have DSL, etc… Jon will produce a map from this information.
Phil Deleel says we can add wireless access, Time Warner access.
Map can be made to GIS format for electronic format.
Question why we couldn’t get phone #s for 450 residences – Jon Montan has.
Peoplefinder.com will give you phone # and phone service provider.
If you want to assist in this – give name to Laura and Jon will get names to you to do.
