CANCELLED: 9/16 SLC IT Committee Meeting

The 9/16/2010 meeting of the full SLC IT Committee has been cancelled due to scheduling conflicts and lack of business to report. Our next meeting will be at 3:00 pm on Thurs., October 21st (NOTE New Time).

Note the following written report in place of our meeting this month:

1. Find Meeting Minutes from the 8/18/2010 meeting attached and on the blog.

2. The Advisory Board should be established by the BOL at tonight’s board meeting. As of last week, 10 people submitted biodata sheets to be considered for appointment to the Board. 9/13/10 is the deadline for consideration during this month’s committee meetings. Later submissions will be considered upon receipt and to fill vacancies on the IT Advisory Board as they arise.

3. Kevin Lynch and I made a presentation to the River Valley Redevelopment Agency (RVRDA) this past month. Kevin was particularly effective in describing the impacts IT Infrasture offers existing organizations, and the opportunities coming down the pike. We shared a map of the proposed network buildouts and discussed the opportunity to locate a data center in SLC. We pledged to keep them abreast of our committee’s work, and come back to them periodically as projects progress.

4. There is a meeting of IT Providers and Healthcare representatives scheduled for this month. The meeting will be an opportunity to share information about what is currently available, what is on the horizon in SLC, what models exist and what the needs of the healthcare community are. The desired outcomes from this meeting are to gain a better understanding of the current environment, for us to hear the IT needs of the SLC healthcare industry, for us to uncover potential opportunities for collaboration and some clear next steps. Stay tuned for a future report.

5. 2011 IT Symposium: no report.

6. Meeting dates & times: The current meeting date and time poses a challenge to some interested committee members (including myself). We need to be thinking of a different day/time for our group to meet. Please send me your suggestions or requests in the next month. We will discuss it at next month’s meeting.

Laura handed out Bio data sheets from when this committee was form, we need to have new Bio Data Sheets for anyone who is still interested in being on this Committee. Laura will hand them to the Board Office for the Board to appoint members to the new Advisory Board.

SLIC report received money for taking SLIC to all of St Lawrence County and Franklin County. Phil Wagschal spoke about what is up coming
Newton Falls all cable in the air except a small amount which will be up next week.  Open House in Newton Falls Sept 2nd Thursday from 4 – 6, Service Bundle Cost will be $79.95 with Phone, Internet

Audit with the Planning Office OFT yesterday 08/18/10, Phil went out to Newtown Falls on what they spent the money on.

2. Report on outcome from Symposium partners meeting, next steps:
Meeting together last week
Discussion was very positive
Action item with the directory get out there for advertisement
Good ideas came out of the Symposium partners meeting
People came forward with ideas on how to use their contributions
Agree to have another meeting of the partners

How the next version of the directory would look like, Drum Country already doing something like this maybe talking to them about getting in on the action through Drum Country

Pull together a round table with Blair the speaker from the Symposium

3. UPDATE Formalizing committee, stabling bi-laws, set schedule for presentation to the Board:

Pat Turbett said we could get on the agenda for this meeting

To put them both together the Symposium presentation, Resolution & Bylaws this will help formalize the committee

Current membership: the would like to have 12 voting members, and be able to advertise for more members
The board should appointment a member from the board to be on the committee as a liaison
At the Board meeting, the Committee said they wanted the Board to know how and why the Committee was originally formed.

Mark Your Calendar for August Meeting

Fused Solutions, Inc. of Potsdam has invited the SLC IT Committee to tour its facility on Thursday, August 19, 2010 at 1:00 pm. The SLC IT Committee will hold its regular monthly meeting on site immediately following the tour and demonstration.

Fused Solutions is interested in sharing information about their green technology project. They are utilizing a low energy work station that cuts costs and can eliminate travel thus reducing emissions of greenhouse gases. This will be a great opportunity to learn about a technology company’s operations in St. Lawrence County.

Mark your calendar now for this interesting opportunity. Reply to me by 8/12 if you plan to attend so I can give Fused Solutions a head count. Thank you!

06/17/10

1. North Country Technology Symposium Report-Laura reported that 188 individuals registered for the symposium and 155 that attended. A total of 16 sponsors with approximately $6200 in revenue. Unable to report the final number at this time. There were preparation costs that were incurred during the process and the expenses are in the range of $2000 and expectantly to have left approximately $4000 in the good. The committee had discussion on the $1000 figure from the tribal contribution and had thoughts on rolling over the money. Laura informed the committee that she had the survey results. There was very positive feedback to include extremely positive feedback on the keynote speaker from the attendees. They indicated that the information was very valuable and interesting. She will make it available to be able to look at it on the IT Blog

There are photos located on face book. The SPIRIT Awards went very well with the Helene Mellon SPIRIT awards being a success. Although specifications need to be worked on. Laura planned on wanting to re-release the winners so they are recognized. Any presenters that made their presentation are available on the website. The committee then had discussed their role in maintaining the operation of the symposium for future years to include checking with the partners to see if they are interested into taking over the symposium or possible a service provider to contract with to continue with signing on with the symposium. Need to meet with the partners to see if they are willing to carry on or more for next year

2. Formalizing committee-establishing bi-laws—

The committee had discussion on possible leadership for the committee and future structure of the committee. Need to have committee recognize with by-laws. Possibly present formalizing the committee to the Operations committee then will go to the board for approval.

3 Comments to NYS PSC—Public Service Commission-SLIC filed a complaint that they received a notice for work that Verizon had completed and then change prices for pole attachment. So SLIC is asking the committee if they would make comments in regards to this. They are proposing to expand the broadband and this will impact the stimulus money which connects with the proposal. SLIC doesn’t need comments for now because Verizon withdrew the changes.

Resolution—Laura Perry indicated that folks at SLIC have made her aware that there was a change in the proposed budget and that they are working out a resolution to be passed by the board.

Letters of Support—Offer a letter of support for new horizon wireless. Ridgeview contacted Laura and asked for a letter of support—letters that are being requested are sent to USDA.

Phil Wagschal from SLIC briefly reviewed round 2 indicating SLIC received awards from USDA $27.8 million dollars to build several miles of fiber---Phil reviewed the map with the committee on the areas that will be served. The committee further discussed the SLIC Network project.

Laura asked of the committee do we support all the projects or one project. The committee had discussion on how to get the information out to the public and should the committee support all the vendors.

SPIRIT Awards—pending—announcements to be done before the end of month.

North Country Technology Symposium—Laura handed out the agenda -looking for volunteers to sign up—also looking for a moderator to read the bio for the presenter—discussed final wrap up for the Symposium—as of yesterday have had 78 registered—12 vendors—may do another round of mailing.

New Business….Chris Allen of Trisystems premier partner with E91 is interested in coming in and talking to the group.

MEETING MINUTES
March 18, 2010
2 – 4 P.M.

Sheriff Kevin Wells-Kevin Ryan of Motorola discussion on the state of EMS communications in SLC and emerging needs to the horizon—Kevin Ryan reviewed with a power point presentation the aspects of the public safety and the mobile phone abilities for the public safety procedures. Broadband networks will overlay & interoperate with narrowband networks & WI FI. Wireless Technology solutions vary from one county to the next. FCC released order mandating timetable for conversion to 12.5 khz technology by January 2011. Kevin Wells indicated this is why Motorola was asked to come in and to do the presentation. Motorola is looking at ways for Public Safety to have ability for a low cost device. There are options to build, own, and operate public safety wireless broadband networks and are designed for control, coverage, and interoperability.

Kevin Wells indicated that he wanted to committee to be aware of the situation and that they are in the processing of plans for the solutions.

The committee further discussed in detail the present public safety communications capabilities and the up-and-coming requirements from the FCC.

Newton Falls Broadband Project—Update—Article in Newspaper—Phil Wagstaff-Projects was awarded to SLIC Solution to provide broadband to the households.

SPIRIT—Submission date was Monday past week—received 11 applications—3 from one organization—uploaded submission to Google doc share drive. Laura requested r a subcommittee to take it from here. Awards need to be set up so they are ready for the symposium. Adirondack initiative indicated that they will sponsor an award.

North Country Technology Symposium—nearly a full agenda—a few more slots to fill. Touching base with each of the vendors. Talked with keynote speaker which is all set. Blair Patacairk OCRI of Ottawa. Need more exhibitors from private business sectors. Flyer will go in the chamber newsletter as an insert.

Google project—Google fiber project—5 page applications—Tri-Lake area applying for it also—would be able to gather information that would be on hand anyways—need to make a case of why our community would be a good test area. The committee further discussed how to gather information for the data.

IT Director—Pat and Laura have been asked to take a look at leadership for the IT Department. Looking at what other organizations and counties are doing. Then will make a recommendation to the board.

1. Discussion on use of school sites for Community Access Services—

Laura with the director from Cornell Cooperative Extension. They wanted to know what the status was of the use of the schools to make the broadband access across St. Lawrence County and be able to have everyday access to community residences. Laura had further discussion with the director in regards to the various programs and one purpose of the committee is how to fill in the gap.

Steve Fenton handed out a copy of the sites of the distance learning centers. Steve reviewed the capabilities of the different sites the committee members. Steve indicated that there are 10 districts with the distance learning which allows courses that the traditional school is unable to allow to include on-line courses where applicable.

The committee further discussed in detail the access availability of BOCES facilities in St. Lawrence County for community.

2. SPIRIT Awards Update—Laura handed out award applications with an assignment for the committee members to recruit organizations or individuals to submit an application.

3. North County Technology Symposium Update—13 weeks until event!!!
Laura updated the committee in regards to certain components of the symposium. There are two more committee meetings before the date. Laura indicated that she is receiving good feedback.

New Business

Meeting on February 24 at 6 p.m. at BOL chambers.

January 28, 2010

SPIRIT Awards—The St. Lawrence County Chamber’s newsletter will be out in February with the Spirit award’s information; the announcement will be tentatively posted for the first of the month. Laura indicated that Kevin had an additional idea for the organizations to sponsor individual awards.

Symposium-The subcommittee met on Tuesday which spent time working on planning issues and lining up partners. Topic of discussion were the contents and what kind of speakers. Five categories were covered: business, healthcare, Gov’t and Community Services, Business and Industry, and agriculture, and a new category called general category. The presentations are to be approximately 45 minutes. The tentative date is May 19th at Clarkson University. Plan on a day long event. Laura indicated that they are working on a keynote speaker and generating lists. Leigh mentioned that she had a list from Economic Development with their contacts. It was also indicated by the committee to use the list from previous symposium and obtain a list from DANC.

Next Project Deployment Opportunities: Pat McKeown briefed the committee with an up to date with the chamber projects for the expansion of broadband throughout the county. The chamber is targeted three areas for wireless connection. The first area was the Brasher Stockholm area. The others are Madrid Waddington, Morristown-Hammond area. Ridgeview has contracted with those areas. Part of the fulfillment is lack of corporation from the town and placement areas. The chamber has had talks with DANC and SLIC in regard to suggestions for the push of broadband across the county.

Phil indicated that they were successful in the first round securing grant funds to extend their network through parts of the county and is tentatively looking at the whole of St. Lawrence County. The thought is to put in an application for the second round to be more comprehension to go throughout St. Lawrence County.

MEETING MINUTES

December 17, 2009

2 – 4 P.M.
SLIC—Laua indicated that she received a call from Phil Wagshal---Phil mentioned that he received a call this morning in regards to SLIC receiving stimulus funding. Possibly up to four million to extend fiber towards Malone.

Mapping update—Laura heard back from Tom Burns Superintendent of BOCES. The concern on the mapping was different district have the different rotations with Census but are willing to help with committee and be willing to attach as part of the census process. The committee had thought on an attachment with their spring newsletter to send out to the districts that are not doing their census. Also it was indicated that some school might want to do a survey on their website. A possible tentative spring/summer timeframe.

Technology innovation awards—Laura reviewed the handout of the thoughts for the awards. Laura asked for any suggestions, additions, and changes. The committee had discussion on strategies and shared their thoughts, changes, and ideas for the technology innovation awards.

Move submission date until March 15th

IT Symposium—Update—Laura indicated that she worked on implementing the notes from the last meeting. Still has not heard from Clarkson. Had conversation with the Chamber and move on from there. May 19th as a tentative date. Need to work more on flushing out conflict of interest. What scale are we looking at? St. Lawrence, Jefferson, Lewis, and Franklin counties.

The committee further discussed the details of the areas of the IT Symposium to include a registration fee and obtain financing from the vendors (fee to set up a table).

Rob indicated the committee should have some sense of who would be interested in attending possibly with an on-line survey.
2009 Year in Review, 2010 Planning Session—Laura sent out a handout with accomplishments for 2009 and goals for 2010. Laura indicated that the committee set out accomplishments for 2009 and were able to make those accomplishments. They are a few that are still in working progress. Laura reviewed the attendance sheet. Laura indicated her thoughts that once we establish has an advisory committee we can advertise for interest for committee members. Also received by-laws from other advisory committee would like assistance from any interested IT committee member in helping review the other by-laws to see what would work with the IT committee to set up their own by-laws. The committee further discussed their thoughts and concerns in setting up the by-laws. Looking to formalize the committee.

Laura indicated that part of the submission of this committee to assist the county to help move IT forward.
