GOVERNOR ELIOT SPITZER AND FIRST LADY SILDA WALL SPITZER LAUNCH EFFORT TO ENSURE AFFORDABLE HIGH-SPEED INTERNET FOR EVERY NEW YORKER
December 6, 2007

Governor Eliot Spitzer and First Lady Silda Wall Spitzer today announced the formation of the New York State Council for Universal Broadband, which is charged with developing strategies to ensure every New Yorker has access to affordable, high-speed Internet service. Additionally, a Request for Proposals will be released on Friday, December 7th, to begin the process of distributing funds that were allocated in this year’s budget for competitive grants to research, design and implement accessible Internet for unserved and underserved areas of rural and urban New York. Governor Spitzer made the announcement at the New York Farm Bureau’s Annual Meeting, held this year at the Niagara Falls Convention Center. Increased access to broadband service combined with digital literacy programs can dramatically improve social, cultural and educational opportunities that ultimately lead to increased job creation and economic development. This Universal Broadband initiative is a key component of the First Lady’s I Live New York initiative aimed at attracting and retaining New York’s next generation.
“As we build an Innovation Economy we must make New York the most connected and technologically advanced place to live and do business in the world," said Governor Spitzer. "Internet access is no longer a luxury. We must implement a strategy that leads to every New Yorker having access to affordable, high-speed Internet so that they may take advantage of the economic, social and cultural opportunities it provides.”

Lieutenant Governor David A. Paterson said: "This new investment in the expansion of high speed internet access for our neglected urban and rural communities both narrows the digital divide and also moves us towards closing a long standing economic one. I am pleased that minority and women-owned enterprises, which have not gotten their fair shake at doing business with the state, will be required to take part in this work to make high-speed Internet available to more New Yorkers. The Governor and the First Lady, working together, are taking a significant step forward for real economic justice."

First Lady Silda Wall Spitzer said: “Developing innovative strategies and collaborative partnerships is at the core of our I Live New York initiative. At our September 18th summit, young people identified access to digital services as a key determinant in their decisions of where to live and work. I’m so pleased Dr. Mayberry-Stewart and the Broadband Council have taken the lead to expand broadband service across our state. Universal and affordable access to the tools of the 21st Century is paramount to keeping our next generation in New York and for our state’s competitiveness on the global stage.”

The Farm Bureau has called for bringing high speed internet access to underserved rural communities.

John Lincoln, President of New York Farm Bureau, said: "Farm Bureau has long recognized the need for broadband access in rural areas, where most of our members do business. Broadband is an essential business tool that our farmers require to compete in a global economy. We are grateful that Governor Spitzer is taking this initiative as part of a bigger effort to revitalize the Upstate economy."

Patrick J. Foye, Empire State Development Downstate Chairman, said:"High speed internet connectivity has become a prerequisite for doing business in today’s global economy. Increasing its availability and affordability will help small businesses compete on a broader scale, assisting their growth and attracting dollars to New York. This major initiative will make it easier for individuals and businesses to achieve their potential."

The Council will recommend a comprehensive statewide strategy that charts a course towards affordable broadband access throughout the State. This approach will seek to leverage existing resources, consider new ways to extend high-speed Internet access beyond traditional means, and recommend approaches to increase digital literacy in underserved urban and rural communities.

The Council will be chaired by New York State Chief Information Officer and Director of the New York State Office for Technology, Dr. Melodie Mayberry-Stewart.

Dr. Mayberry-Stewart said: “The importance of developing a statewide broadband strategy cannot be overstated. Through strong collaborative public/private partnerships we can create an environment across New York State that fosters innovation, life-long learning and economic growth through greater use of technology. Governor Spitzer has a clear vision to address our challenge and I look forward to working with the Council to develop cooperative, innovative solutions for the benefit of all New Yorkers.”

Public/private partnerships will provide communities across New York State with access to high-speed Internet service and computer literacy programs needed to be competitive in today’s dynamic, technology-driven world. With increased broadband access and improved computer literacy, New Yorkers can take full advantage of resources available online around the clock, and from around the world. More and more of New York’s government services can be accessed online. These include applying for home energy assistance or tuition assistance, conducting job searches or posting career opportunities, renewing a professional license, or searching for shovel-ready building sites. Today, more than 350 state government services and transactions are available on the Internet.

The 2007-08 New York State budget appropriated $5,000,000 to provide seed money through competitive grants to promote research, design and implementation of innovative solutions to affordable Internet access for underserved urban and rural communities. Grant applications will be accepted from eligible communities and organizations that create public/private partnerships to meet the strategic goals of the Council.

The strategic goals include:

  • Supporting the “I Live New York” initiative to attract and retain New York’s next generation by ensuring every New Yorker has access to high-speed, affordable broadband
  • Providing all New Yorkers with access to high-speed, affordable broadband Internet access for resident and businesses from anywhere, at anytime, by anyone
  • Fostering economic development and building stronger public/private partnerships
  • Creating jobs through innovative community-based digital literacy and technology training programs, including household technology adoption and support
  • Closing the digital divide and Increasing digital literacy levels in unserved and underserved urban and rural communities
  • Accelerating the use of state e-Government services offered through the Internet for residents, businesses and visitors

The New York State Office of the Chief Information Officer and the Office for Technology will issue grant applications before the end of the year and administer the broadband access grant program.

11-15-07 Meeting Minutes

Meeting Minutes

Minutes from 10/23/07 meeting were accepted.

Project Reports:
Strategic Plan for Universal Broadband Coverage:
Reviewed survey that Jenna Stone formatted based on our previous discussions. It was discussed who would pay for postage. Pat Turbett asked for a cost so a decision could be made how it would be paid for. Several additional changes were made to the survey.
Jon Montan reviewed the updated access map. The initial data was limited, and will be augmented by the overlay of wireless coverage and from the mail surveys.

County Website:
A request for proposals for the website development services is being developed by the County, but has not been issued.

Webcasting:
Mike Cunningham, Francine Perretta, and Kevin Lynch will gather information for the entire committee over the next several months.

Phone System:
The Board of Legislators will be reviewing the bids at the November, 2007 Finance Committee for approval at the December, 2007 Board Meeting.


Old Business:
1. The DANC / SLIC presentations from last months meeting were discussed. It was decided that the committee should develop a list of priority items that we feel DANC should concentrate their efforts on.


New Business:
1. Verizon issues in Newton Falls (in particular in regards to the paper mill) were discussed. Laura Perry reviewed an email from Joseph Demart, Newton Falls Fine Paper Company to Verizon with the group. The email outlines how the outdated telephone infrastructure in the area is affecting the ability of the mill to conduct business because of outages and other issues. After discussion, Pat Turbett suggested that the IDA be engaged to help with the issue.


Next Meeting:
1. The next meeting will be held on December 20, 2007. Because of the Verizon issues in Newton Falls the meeting may be held at Newton Falls Fine Paper Company.

Presentation:

A. Andy McAdoo, Nicholville Telephone Company.
- Brought different maps showing Time Warner, Danc, Verizon, etc.
- Current approach to public investment is not based on research or data.
The goal – build a financially viable fibre optic network.
The plan – reduce cost of transport to major POPs in Syracuse.
encourage fibre connection to large customers
encourage private investment
The result – very little has been changed.
- How could anyone be apposed to investing $2M to serve industrial parks in SLC?
No research
Overbuilding existing infrastructure.
Cream-skimming is inherently anti-competitive.
Leakage of service revenue out of County (ref. Danc)

Relevant Questions:
Which areas are underserved?
How much is Danc project costing SCL & taxpayers?
Is service revenue earned in SLC being re-invested in SLC?
Has it impacted job creation?


B. DANC:
Key thing to remember “open access”.
End user creates economic development.

Tom Sauter:
- The Danc Network supports carriers: Nicholville Tele Co., TDS, Premier Wireless, Westelcom, etc.
- Proposal Danc has put forward to Economic Development.
Proposing to build fibre off their backbone to extend footprint closer to end customers (Industrial Park).
- Not in all cases in a single provider able to do connection to industrial parks or commercial…

Questions as asked:
Yes – conversations with former County Administrator.
As need arose – they would extend into those parks.
No – they haven’t been made aware of them (IT Committee should’ve been made aware).
Public investments will pre-emt private investments.
You have to serve industrial parks and commercial as that is where the jobs are… and economic development. Think of this as creating job opportunities.. for the end user to decide what to use.
Corporation Centers. This is infrastructure.
This has to be a team effort. Committeed to working with County, IDA, Towns, etc. Mutual commitment of services.

Who is providing services to providers – end users??


Discussion on revenue coming to Danc directly from schools.

Dark fibre was a concept of Danc and it went away because of discussions – do lit circuitry because of that.
Question on what is a service provider – BOCES? Yes. Hospitals & County??

Danc has $2M to invest in industrial park – have no info on what those industrial parks have for service.

Does Danc provide service to end providers? No (Danc). What does Danc offer to hospitals? Nothing (commented).

Discussion on broadband to all citizens…
Andy discussed how our Economic Development monies are being spent. Phil (hospital) ask why Time Warner and Verizon aren’t here.

Study underway by Danc: Part of an ongoing network plan process – consultant to review layout of network and to look at options to serve communities. Industrial consultant….to start. Loot at mini POPs.

“This needs to be a partnership” (Danc)

Laura – areas without service need to be served….
Turbett – See big economic development is in small businesses… would like to see 100’s of jobs created. Need to get broadband to
outlaying areas…. Don’t move service to areas that already has it…. Serving the population and people.

Ray F – Is broadband available, redundant, reasonably priced, work?

Don’t forget to sign up for different projects.

Map: Jon Montan has generated 850 tax parcels on map (chose parcels close to roads)
“Look up system” has a lot to be desired.
Verizon web may be more accurate than AT & T.
Laura Perry tried just street or road name without house #.
Need to try putting Verizon COs on map – they go a distance of 18,000 feet.
Jon Montan suggested to keep looking up addresses.
Jon Montan will link maps to blog for others to view.

Did introductions as new people have arrived.

Presentation:
Vince Jordan, Ridgeview/Tel.
Started in 2004 as technology company.
Able to login and increase or decrease band width as you need it – day to day.
Showed us on-line setup of new broadband account.Laura asked about SLC availability by Franchise deployment.
Started in Colorado. Their employee talked about our area and mentioned Danc Network.
“This is the model for solving broadband services for America.”
They worked with ConnectSI – Southern Illinois.
Laura Perry asked if continued development in SLC depend on franchise? Vince Jordan replied not necessarily.
They do have live access in SLC and are working with various towns and villages.
Laura Perry asked what can we do to help with customer service representatives here in SLC?
They are utilizing One Stop Career Center.

Surveys:
Discussion of survey by Laura Perry.
Use this as a broader key to get information on further technologies.
Use to see how people and businesses are using internet.
Discussion of Jefferson County Survey.
Is wages and age something to be on survey? This was discussed.
Somehow get their attention to do survey.. reminder to find out who doesn’t have internet services.
Superintendent of Schools may assist in passing information on surveys out.
Suggested to strike question #2 on Survey or put it at end.
Continue to work on survey.. Use 911 address.

New Business:
Connie Ellen, Town of DeKalb was here to discuss wireless providers.
There was suggestion that this was not an IT issue.
Also discussion that this is good for municipalities as need is for municipality to utilize.
Regarding benefits they don’t realize how they can help their municipality.
Town Board totally clueless with wireless system.
Connie has questions for boards to ask providers.
Suggest letting towns and villages know what their options are – ahead of time.
Talk with Town Supervisors – meet at Supervisor’s meetings.
Connie wants someone to tell towns/villages/city options they have.
We’ve identified a need – not sure how we should do it…
Planning department have ordinances? Would’ve been good to talk to at Local Government Conference.

Next meeting Format:
October 23rd (Tuesday, 2 pm) location to be determined.
Tom agreed to talk to us about Department of Commerce proposal.
Committee may want to submit questions.
Offer 2 gentlemen (Tom & Andy?) to present them or have questions prior.
Encourage Director of Economic Development and other legislators to be there.
Suggestion to get questions ahead and hope they will answer more questions after we hear what they say.
Presentation on Danc’s proposal to US Department of Commerce - get outline from each presenter so
questions can be asked ahead. Submit questions to Laura Perry by 15th.

Talk of Goal #1 – Stretegic Plan for Universal Broadband Coverage – this is the main goal of the Committee with other goals under this one….
Discussion that the map is most important.
Decide where you want to put your efforts & sign up for committees.

Shows “POPS” for DANC.
Shows all residential coded properties.
Shows population distribution.
Other layers could be added (Verizon, wireless, etc).
Picked 450 random residences of property owners.
Go to peoplefinder.com to get phone #. Type in Verizon to see if they have DSL, etc… Jon will produce a map from this information.
Phil Deleel says we can add wireless access, Time Warner access.
Map can be made to GIS format for electronic format.
Question why we couldn’t get phone #s for 450 residences – Jon Montan has.
Peoplefinder.com will give you phone # and phone service provider.
If you want to assist in this – give name to Laura and Jon will get names to you to do.

Talked with County Treasurer who talked with Allen Tunnel Company.
Laura set up survey questions, discussion on what to ask.
Discussion on survey questions and what we are looking for.
Market this to the “last mile” residences.
Talk of sending surveys to kids…. Through schools….
Laura will work on suvey.
Should continue with Time Warner map, on-line survey and 450 names from Planning Department.
Survey monkey is an on-line service, at North Country Now (Survey gizmo is another one).
Send surveys through towns, through larger company (paychecks).
Send not to have people look at particular link….
Make surveys available online and on paper.
See if we can review survey on BLOG.
Laura would like a test period…. Utilize subset of County employees.

St. Lawrence County Information Technology Advisory Committee

The IT Advisory Committee will aim to set a new pace for technology adoption and development in St. Lawrence County by providing resources and insight on issues involving telecommunications and information technologies.

Objective:
To move St. Lawrence County towards an Information Technology based community

Goal:

  • Improve broadband service availability to RURAL businesses and residents in SLC
  • Grow Information Technology industry sector employment in SLC
  • Improve service to taxpayers through recommendations to Legislators

Role:

  • Evaluate available public resources, prioritize need, and make recommendations for allocating resources.
  • Make recommendations for public policy when it comes to telecom development by public and quasi-public entities in St. Lawrence County
  • Provide input and data to Board of Legislators on how St. Lawrence County government uses information technology. Committee will develop objectives, provide resources, make recommendations for investments in IT, i.e. website technologies, communications systems
  • Provide counsel to St. Lawrence County economic development professionals for programs which will grow information technology industry sector employment

Membership (minimum requirements):

  • Members are full-time residents of St. Lawrence County
  • Members have a professional or personal interest in information technology in St. Lawrence County
  • At minimum, each of the 15 county legislative districts in St. Lawrence County Committee will be represented by an individual with his/her primary residence in such district.

Seeking Your Input Re: Your org.'s hardware/software replacement procedures

You'll note in the minutes of the 8/2 meeting, County administrator Karen St. Hilaire asked IT Committee members for input and advice regarding the County's computer equipment replacement/purchase policy and procedures. In the past, she explained, the County has been on a 3-year retirement schedule for all PC's.

Karen and others are interested to hear how your organizations deal with this issue? Those who attended the meeting offered several good insights - everything from choosing the right components at time of purchase, to inventorying end user demands, to smart choices regarding extended warrantees.

Because several committee members were absent at that meeting, particulary those from the larger organizations, I wanted to extend an invitation to the rest of the committee to offer advice and recommendations. Please be encouraged to share insights about how your organization manages the following:
  • How frequent do you replace your PC's?
  • Do you purchase extended warranties on lap tops & PCs?
  • Do you maintain an inventory of PC's - including age, capacity, functionality, warrantee?
  • Do you maintain an end user requirements inventory?
  • Where are you with open source software?
  • Other ideas regarding this topic?

New Business:
Computer Equipment Retirement/Procurement Policy:
County to purchase approximately 93 computers in 2008.
Karen St. Hilaire & Pat Turbett would like info on what other agencies are doing.
1. BOCES (Jennifer French) found a company to recycle and guarantees no security leak.
2. Company on NYS Contract (per Carrie Tuttle-DANC) that takes computers, clears hard drive and guarantees security.
3. Claxton Hepburn has C-7 company to take computers and destroy hard drive.
4. Massena School has 5 year length on computers, tosses bad computers out. Pays more up front for ram and processor to last 5 years. Some computers are based on level of computer use.
5. Some schools have a written computer policy.
Suggest not buying 3 year warranty – need to see cost of 3 year warranty.
Laura – suggest putting this on BLOG to see what info we get back on this subject.
Check to see why the computers are becoming obsolete.
Check to see user needs to establish reasoning to update.

$200K Broadband Grant from Senator Clinton/Schumer’s Office:
Karen St. Hilaire spoke on this.
Discussion on Danc line.
$200K to do a pilot on several communities to fill out last mile solutions.
Budget is October 1st to September 30th. (As long as State budget goes through).
Need to do new communities – small communities that are not broadband ready.
Seek advice on how to use this $200K to get high speed internet to communities that are not served.
Money comes to Chamber, they want to work with IT Committee or County on how to do this.
Importance on utilizing local companies.
Question: Is this for infrastructure? Karen said yes – in order to stretch $ farthest.
Karen wants to get to communities that have business incentives.
- If a company has a vested interest this may be better than going through towns. Towns don’t have vested interest.
- Broadband vendors – have them apply for money but not only to benefit vendor (profit) but to get broadband to most communities as possible.
- Specify what carriers we want as vendors from Syracuse would be able to apply. Try to do local.
- Suggest setting up a ‘Universal” broadband.
- Use “Universal Coverage” as a vision (Karen S.).
Seems it would need to be decided on areas to be aimed at getting broadband. If not everyone will come up with different ideas.
Something like this was done in Ireland (Similar concept).
Karen wants IT Committee to write master plan to have County become “Universal Coverage”.
Laura suggests: Devine criteria (universal broadband to communities with greatest need).

May utilize old computers for public for their use to generate more demand on broadband need.
May utilize County website to do more on-line for public – such as register DMV on-line…

Suggest schools – do wireless or other type to do circle around community to get public and businesses.
Concern over funding for schools.
Concern over connection to DANC prior to school hookup to alleviate problem with school funding.
Discussion of getting people to move here: 40 ACRES, A MULE and BROADBAND SERVICE if you move here…..!!!
Need to get this to others that weren’t here today.
Think about it and get back next meeting.

What can we ask Danc for? To help get last mile access.
Ask DANC for funding to go with $200K.
Carrie Tuttle discussed Danc’s finances – have staff and resources to offer – not necessarily money.
Pat Turbett suggested Danc making “last mile” cost better for end user.. Carrier spoke of other vendors are
Providers – not Danc. Again, need to try to do Universal Coverage.
Danc’s back bone is there – but no service provider to do the last mile. Why aren’t they doing it??
Slic has done this in Massena.
Discussion on having Danc and providers meet to discuss where we want to go with broadband.
Figure concrete actions to be done.
Laura – hearing privatization….. Bring Bob & Tom (Danc) back to talk.
Carrie – start some working sessions on goals and then if there are questions talk to Bob & Tom (Danc).

Suggestions for IT Committee:
We advise/ County implements on difference projects such as: phone bid, $200K, Danc.
Start having subcommittees on difference subjects: map issue, website, $200k. Not do all these topics at regular meetings, but save this time to set up subcommittees. Carrie to set a project matrix for broadband services.

Map Project:
Laura Perry to report Jon Montan doesn’t have new information at this time.
Laura Perry tried to use addressed to check services through Verizon. If there was no phone number, it wouldn’t work.
Also wouldn’t work if there was not residence there.

Did anyone talk to Jefferson County regarding survey they did? Their survey asked questions such as “Do you have a computer?”.
This would be one approach to retrieve information from residents.
We choose to randomly select residential sites.
Mention of going through employers to obtain information.
Mention of going to all residents using their tax identification number information as their reference.
This would be a good supplement if providers don’t work. Need to provide drive for people’s wants….
Suggestion of doing a checkbox questionnaire. Request the following information: phone #, which services do you presently have,
which do you use, which don’t you use, why don’t you use it, how do you get to the internet?
Encourage everyone to forward to friends and neighbors…
When submitted – have e-mails set right up with subject & tax id number for ease in sending.
Is it better to go with Board of Elections or tax map identification number? Most thought tax id number.
Do a unified letter to go to all newspapers, websites & towns.

Rick Johnson handed out a survey. Suggestion to ask public and not just employees.
“How is it serving public?” Don’t target to just staff. Primary services is to public.
The County Website committee would like 1-2 IT Committee people assisting them on County website project.
Laurel Goolden from SeaComm and Jenna Stone from Massena CSD to assist.

DANC:
Development Authority of the North Country.
Constructing region wide fiber network cable.
Questions – on BLOG.
Start in Mid-80s.
Launched Open Access Telecom Network for Regional Network Infrastructure.
Landfill is regional facility.
Water & Sewer (Fort Drum area).
Prices are much cheaper.
Working with Hospitals on telemedicine network.
Working on connecting area hospitals in Jefferson County with links to Gouverneur, CPH, MMH, Burlington.
Job creation development from these services.

Broadband Adoption 2007

This is one of my favorite sources for current Internet usage data, so I thought I'd pass it on. I feel it is relevant for us to pay particular attention to the data related to rural Internet usage & adoption.

The Pew Internet & American Life Project has released their Broadband Adoption 2007 report. The report finds that nearly half (47%) of all adult Americans now have a high-speed internet connection at home, according to a February 2007 survey conducted by the Pew Internet & American Life Project. The percentage of Americans with broadband at home has grown from 42% in early 2006 and 30% in early 2005. Among individuals who use the internet at home, 70% have a high-speed connection while 23% use dialup. The 12% growth rate from 2006 to 2007 represents trails the 40% increase in the 2005 to 2006 timeframe, when many people in the middle-income and older age groups acquired home broadband connections. Those groups continued to show increases in home broadband adoption into early 2007, but at lower rates than in the past.

Home broadband adoption in rural areas, now 31%, continues to lag high speed adoption in urban centers and suburbs.
o Internet usage in rural areas also trails the national average; 60% of rural
adults use the internet from any location, compared with the national
average of 71%.

July's Meeting Date?

Because of summer vacations and my conflict with 7/26, I'm tempted to cancel our meeting in July, and propose that we reconvene at our regularly scheduled meeting on 8/23.

However, there are a few timely issues that would benefit by a meeting in July. Those issues include having a discussion on our reactions to our discussions with DANC, and where we'd like to go from here. Also, Karen St. Hilaire/SLC Chamber has secured $200K in member item funding from Senator Clinton that is to be used for broadband Internet development. She'd like to come talk to us about it and get our thoughts on how best to utilize the funds. I also expect to make great strides on our map project as we discussed during our meeting yesterday, so it would be a good time to make some decisions at that point as well.

So.....please weigh in on what works for you...7/19, 8/2 or not again until 8/23. I will announce a decision by 7/6. Thanks!

The Committee discussed a possible meeting with you at its’ last meeting
and is interested in learning the
following:

a. What is DANC’s
plan to improve broadband access (price and availability) to
residential and
commercial markets in the rural portions of St. Lawrence
County.
b. Does DANC have programs (or plans)
which will re-invest revenues DANC
generates from the BOCES contract and
other County customers back into the underserved portions of the County.
It is hoped that such programs would reduce the cost of access to the DANC
network in order to encourage private sector development in the County.

Problems we may face: Young people leaving area.
Large sections of County cannot purchase services.
Business is constrained to get onto networks/services.
Suggest we do a needs analysis:
Who has accessibility – who doesn’t – and why?
What other technologies are available (like Premier Wireless).
Look at opportunities for collaborations.
See what other entities are doing. How can we improve services?
Who is accessing the services already available?

Meeting Dates were set for the year: Meetings will be at 2:00 PM generally on the 4th Thursday of the month

SLC Service Map Initiative:



  • Phil Deleel reviewed the service maps for Verizon Wireless and Cingular. It was indicated in the discussions that the Time Warner Map should be forthcoming.

Laura Perry updated the committee on her findings from the past month.



  • Laura contacted Verizon for a list of DSL coverage. But indicated that they are hesitant to provide this information in the complete format we desire because they deem the information to be proprietary.

  • Laura also brought forward some information from the Connect Kentucky Initiative. The discussion centered on the process used in Kentucky for mapping resources, partnerships, and funding. Kristin Hall of connectkentucky.org indicated to Laura that they would be willing to share information with our group. The committee decided to go forward and get more information on the Kentucky Initiative. Laura will try and schedule a discussion between Kristin Hall and our committee via phone at a future meeting.

The committee discussed ways to get information on coverage since it appears some vendors are reluctant to share this information freely with our committee. Suggestions were as follows:



  • Surveys to end-users.

  • State and Local Government Pressure. Including using the tie-in to economic development to leverage this pressure.

The committee concluded that we need to complete the assessment phase then get the results mapped on GSI.

News from the Chair: Laura Perry



  • Laura conveyed the content of a conversation with Ronald Brach, ED of NYS Legislative Commission on Rural Resources
    -NYS Universal Broadband Access initiative. There is 5 million dollars available to develop Broadband Access Plans. This includes 2.5 million for downstate, and 2.5 million for upstate.
    -ESD Report – strategies for expanding high-speed Internet access, was due at the end of March. This should be out soon.

Update on County telephone system: (Natalie Aldrich):



  • Natalie reviewed the Powerhouse Consulting Report that was the basis for the last phone system RFP in 2001. The results of this RFP were rejected by the Board of Legislators at that time.

  • Natalie also reviewed how the process has gone forward since that time. This includes information meetings with vendors in 2005, and the inclusion of $400,000 in the 2007 County budget to replace the phone system.

  • The committee discussed the use of consultants in the process. County Staff indicated that there was a limited amount of in-house resources to design a system, and that a consultant could fill in these gaps. The committee suggested that the County utilize outside resources more in terms of a Project Manager rather than design consultants. This would allow for the County to utilize its’ in-house resources to the greatest degree possible.

County Copier Management Program: (Mike Cunningham)



  • Mike asked the committee for their experiences in shifting printing from small, expensive to operate printers to more cost efficient networked copiers. Various members of the committee shared their experiences with the copier management programs in their organizations.

Conference Call from ConnectKentucky:
They provided a map of Kentucky showing services, Broadband Service growth, Broadband Data Collection.
Gave a brief overview of what ConnectKentucky is about.
It is a Pilot project for “connected nations”.
Goals (2004)
1. 100% deployment of broadband by end of 2007.
2. Dramatic increase in internet access.
3. Meaningful on-line presence. Local government was 30-35% and now is 75% that have websites.
4. Local demand creation – to have communities in strategic plan.

Accomplishments:
1. 60% to 93% households are able to use broadband. With last few (4%) provided a cost share
For satellite solutions. Cost share from public and private funds.
2. 20% increase in computer use.
3. 75% there (from goal #3 above).
4. Have local teams in all 120 counties.

Other activities pursued:
Funds do not go from ConnectKentucky. ConnectKentucky may show providers where there is no or little service.
Bring resources together then look for funding for private sector.
Someone asked how much is public and how much privately funded? About 20% is private/80% state/federal.
Tennessee (by executive order) to do similar project.

Cost Share Program – Wildblue is there for Kentucky. Not for monthly service fee – for private sector share.

Funding – Community Connect Grant is by USDA Rural Utilities Grant. ConnectKentucky proceeded with this.

Question of “How does NYS compare to Kentucky with population dispursement?
Laura Taylor replied: Provided driven to obtain State interest. Gives State access to all citizens.

Laura Perry mentioned how we would be interested in Cost Share Program and getting information for citizens.

Laura Taylor – Kentucky program is done in 7 months – but won’t be completely done. It started in Kentucky,
Now they may take to other states. Talked with people in New York. Seems to be a state level interest.

Discussion on Map. Map is most important thing to do at this point. Haven’t heard from Verizon (Laura Perry to call)
Timer Warner may have map to us in 1-2 weeks.

Mention of USDA Grant – should submit for equipment to get service to citizens. (won’t cover monthly cost).

Premier Wireless – has 3 phases of their project. They are in Phase 1 now. Ending Phase 1 soon.

Addresses and phone numbers and pin point them on a map. Check they services.

NYS Exec. Order to Webcast:
Does this have to be realtime? Someone said yes.
Although this is an unfunded mandate.
This will be a use of what we are working on – IT.
This is for NYS Entities (have to show – but don’t have to copy. View only).

NYS Universal Broadband Access Initiative:
Ron Stanton from Empire State Development - $5,000,000 funding for Unviersal Broadband.
He’s not sure where the money is. Will keep in touch.

ESD Report – still forthcoming. Report in draft form – will let us know.

Sixth (6th) Round of Wire Buildings Funding - includes wireless in communities. Funding available to individual providers.
Think about this for other areas (Piercefield) that are not being served. Make it competitive for other providers.
More for high tech businesses – not County updating phones & internets?
Premier Wireless has received funding from Round 5 (20 wireless application, 13? Funded/ 6 wired, 3 funded)

Update on County Phone System (Rick Johnson):
Natalie Aldrich and Mike Cunningham did leg work of RFP.
Checked with other Counties to see if they used consultants.
RFP to be needs based then obtain opinions of vendor.
